Mrs. Toppel is a character in the Peggy Rathman book, Officer Buckle and Gloria.  Officer Buckle is a safety officer who reminds Mrs. Toppel to, “Never stand on a swivel chair.”

With my other toys, she meets many other people and animals.  She lives on a farm, knows how to drive a backhoe and tractor, and fights fires.  Now, she is going to live in the airport forever.
